Plant Registration: Reminder to use the registration forms below to comply with Schedule 1, 1A and 2 of Regulation 3630 on IRIS
Good day,

Please be informed that Schedule 1, 1A and 2 of Regulation 3630 is now implemented on IRIS. The following must be noted to identify where your actions are required:
1. Draft Regulation 813 classification status will be visible. The classification certificate however, will be made available based on Regulation 3630, provided that the plant profile is finalized;
2. All plant profiles must be visited. The new registration forms must be completed and uploaded on the plant profile and the fields on the IRIS plant profile must be completed to be aligned with the information captured on the uploaded registration form;
3. Schedule 1A of the Regulation 3630 now makes provision for boreholes to be registered for classification. If your borehole/s already have a registered profile, please visit the profile and make the selection on the Details page, the Type as “Borehole as Waterworks”.
4. The water care works registration forms, aligned with Schedule 1, 1A and 2 are attached for ease of reference. Please ensure that these forms are completed and uploaded on the plant profile.

Please note that the Schedule 1 and 1A of Regulation 3630 is currently being implemented on IRIS and the Plant profiles cannot be accessed until the implementation is finalised. You will be notified once the implementation is done.Maryna Niemand  2024-03-13
Progress on the implementation of Regulation 3630 on IRIS
This communication serves to inform you of the progress made on the implementation of Regulation 3630 on IRIS and how it is affecting your Institutional profile, and highlighting the actions required.

1.The Regulation 3630 was promulgated on 30 June 2023. The phased implementation process was communicated on IRIS. To view this communication and to access a copy of the Regulation 3630, please visit IRIS News https://ws.dws.gov.za/iris/notice.aspx and scroll down to the heading Draft Regulation 813 Promulgated as Regulation 3630.

2.Schedule 3 of the R3630 is now implemented on IRIS. Please visit the Process Controller (PC) profiles to confirm whether this implementation had any impact.
a.The draft Regulation 813 classification status is still visible on the PC profile
b.The PC classification certificate is issued based on Schedule 3 of Regulation 3630, the classification certificate aligned with draft Regulation 813 is no longer available for download
c.You can now upload the N6 certificates within the Appropriate NQF5 qualification heading (with draft R813, it was uploaded within the Appropriate NQF4 qualification heading)
d.When uploading new supporting documentation, please ensure that the certification stamp on the document meets the requirement of not older than 3 months
e.Please keep in mind that any changes to the PC profile will move the status of the profile to To be Reviewed and will require the Helpdesk to review the application for finalisation.

3.Schedules 1, 1A and 2 are not yet implemented on IRIS. Once this implementation is finalised, you will receive a similar communication from the Department in this regard.

Water Services Authority Summit on 2023 Blue, Green and No Drop Reports
The Minister of Water and Sanitation, Mr Senzo Mchunu will lead a two-day Water Services Authority (WSA) Summit in response to the outcomes of the Blue and No Drop Reports and Green Drop Progress Assessment Report released in December 2023. The Summit will be held at Emperors Palace, Kempton Park, Gauteng from 18 to 19 January 2024.
The Summit will be attended by representatives from the 144 Water Services Authorities across the country and will deliberate and review the reports released by the Minister in December 2023.
The gathering will enable the Department of Water and Sanitation (DWS) and COGTA, together With the Water Services Authorities to agree on what should be done to address the findings of the drop reports. Action plans will be developed in various groups that will converge and look into critical performing municipalities, poor performing municipalities, average performing municipalities and excellent performing municipalities.
The physical attendance is per invitation only. Some of the sessions will be accessible through live streaming. The stream link will be made available on this platform once it is available.

Chlorine Demand Survey
The Department is engaging Department of Trade and Industry (DTI) and the Industrial Development Corporation (IDC) to mitigate against risk of Chlorine Shortage in the country and to build a security of supply. This is pursued to ensure that the chlorine economy is diversified by ensuring there is competition and reduce reliance to only a few suppliers, noting the option of imports limitations. Chlorine Demand Survey
The Department is engaging Department of Trade and Industry (DTI) and the Industrial Development Corporation (IDC) to mitigate against risk of Chlorine Shortage in the country and to build a security of supply. This is pursued to ensure that the chlorine economy is diversified by ensuring there is competition and reduce reliance to only a few suppliers, noting the option of imports limitations. It is with pleasure to inform the Sector that the draft Regulation 813 is now Promulgated as Regulation 3630, in the Government Gazette No. 48865 of 30 June 2023. Please find attached the 2022 Green Drop Progress Assessment Tool (GDPAT) Municipal Information Spreadsheet (MIS).

Your completed 2022 GDPAT MIS must be uploaded within the Assessment Application, on the Information Spreadsheet Tab on IRIS for each Collection System. The 2022 GDPAT MIS and all supporting documentation as Proof of Evidence must be uploaded by latest 15 October 2022. Please refer to the 2022 Symposium Presentation on IRIS News for more information on the 2022 GDPAT process.

You must have the necessary user rights to allow you to upload the GDPAT MIS on IRIS within the Assessment Application. If your current user rights do not allow you to access the Assessment Application, please complete the attached User application form with the Role indicated as Document Administrator and mail it to mashigoi@dws.gov.za for implementation.

Wastewater Treatment Plant Classification correction on IRIS
Good day,

Please be informed that an error was detected on the current application for the Classification of Wastewater Treatment Plants on IRIS. The IRIS will be run on the corrected application and this may change some of the WWTW classification due to the range of points changes for different classes.

The Department plans to implement the corrected application on 30 July 2022. Please refer to the attachment to identify how this will impact your plant classification.

It should be noted that the implementation of the finalised SANS 241 will have significant financial implications on all Water Services Institutions. 2021 BLUE AND GREEN DROP CERTIFICATION PROGRAMME
The country has made good progress in the provision of basic water services. However, it cannot be said that this right has been realized if the quality of that water poses health risks for the beneficiaries and increases the cost of treating water to potable standards. As a key barrier to safe water supply and wastewater treatment must be given more focused regulatory attention.

The Department introduced the Blue and Green Drop Certification as an incentive-based regulation programme to encourage the Water Services Institutions (WSIs) to achieve excellent drinking water and wastewater quality management. The last Green Drop and Blue Drop reports were done in 2013 and 2014 respectively. Therefore the Department is resuscitating the Green Drop and Blue Drop certification programme planning to undertake a full Green Drop audit and Blue Drop PAT assessment in 2021, and a full Blue Drop audit and a Green Drop PAT assessment in 2022.

2021 BLUE AND GREEN DROP CERTIFICATION PROGRAMME
The country has made good progress in the provision of basic water services. However, it cannot be said that this right has been realized if the quality of that water poses health risks for the beneficiaries and increases the cost of treating water to potable standards. As a key barrier to safe water supply and wastewater treatment must be given more focused regulatory attention.

The Department introduced the Blue and Green Drop Certification as an incentive-based regulation programme to encourage the Water Services Institutions (WSIs) to achieve excellent drinking water and wastewater quality management. The last Green Drop and Blue Drop reports were done in 2013 and 2014 respectively. Therefore the Department is resuscitating the Green Drop and Blue Drop certification programme planning to undertake a full Green Drop audit and Blue Drop PAT assessment in 2021, and a full Blue Drop audit and a Green Drop PAT assessment in 2022.

Please be informed that the BDS csv upload file format will be suspended as from 01 October 2018. The IRIS csv upload file format is attached for ease of reference. Good day Sector Colleagues,
After a time of anticipation and excitement, the IRIS is launched on 02 October 2017. All your information was transferred from the BDS and is now available on the IRIS. From this point forward, all your analysis and documentation should be uploaded on the IRIS.

The BDS Helpdesk is available to assist you should you experience challenges with the use of the IRIS. The preferred way to communicate your challenges is via e-mail to allow the Helpdesk to keep a reference trail of your query. The e-mail address to be used is bluedrop@dws.gov.za. Should you want to call us, the landline number is 012-3367262/6794. You can speak to Nondumiso or Maryna.

All the required documentation to be completed for various applications on the IRIS is loaded under Documents., such as the IRIS User Application form, etc. For ease of reference, these documents are uploaded below. The draft user manual is also uploaded now for ease of reference.
